Yes they did. They declared their newly-formed state on December 7, 1941 and for some reason, California and Congress both had more important things that day than to deal with Jefferson.
Perhaps certain swaths of land should be ceded to Idaho or Nevada (at least the time division should be altered along state lines!). We take pains to ensure that legislative districts are drawn along "communities of interest"... why not state lines?
