Marion County Judge Paul Lipscomb ruled today that it is unconstitutional for the Oregon to hold an emergency special session for the purpose of testing annual sessions, giving Senator Larry George bragging rights in a press release.

Judge Lipscomb also declared that Senate President Peter Courtney's special session can continue because legislators predicted in January 2007 that there would be "specific budget and policy issues that need resolution without delay" in 2008.
